BLIP - Accelerated Decision-Making Process for Proposals with Interim Leadership by Pacman

Executive Summary

This proposal aims to implement a faster decision-making process for proposals within the Blast ecosystem. In the interim, while the new process is being implemented, Pacman will take a leadership role in deciding and leading initiatives to ensure rapid progress and responsiveness.

Motivation

The current decision-making process, which takes 7 days or more, can hinder timely actions and adaptations within the rapidly evolving crypto landscape. For Blast to maintain its competitive edge and capitalize on emerging opportunities, a more efficient decision-making process is necessary. This proposal seeks to streamline the governance process, enabling faster implementation of crucial initiatives. In the meantime, Pacman will lead the decision-making process to ensure continuity and agility.

Proposal Details

Current State

Currently, proposals submitted to the Blast governance system undergo a review and voting period of at least 7 days before a decision is made. This extended period can delay important actions and reduce the ecosystem’s responsiveness.

Proposed Change

  1. Accelerated Decision-Making Process: Implement a faster decision-making process that categorizes proposals based on urgency and impact, allowing for flexible review and voting periods.
  • High-Urgency Proposals: 48-hour review and voting period.
  • Medium-Urgency Proposals: 72-hour review and voting period.
  • Low-Urgency Proposals: 7-day review and voting period.
  1. Interim Leadership by Pacman: During the implementation of the accelerated decision-making process, Pacman will take a leadership role, making executive decisions to ensure rapid progress and effective governance.

Implementation

Technical Adjustments

  • Governance Platform Update: Modify the governance platform to incorporate the new categories and corresponding timeframes for proposal review and voting.
  • Notification System: Implement a notification system to alert stakeholders about high-urgency proposals requiring immediate attention.

Interim Leadership

  • Pacman’s Role: Grant Pacman the authority to make executive decisions on proposals during the implementation phase of the accelerated decision-making process.

Timeline

  • Week 1: Develop and test the updated governance platform with the new decision-making timeframes.
  • Week 2: Roll out the updated platform and begin the accelerated decision-making process. Grant interim leadership to Pacman.
  • Week 3 and onwards: Monitor the effectiveness of the new process and make adjustments as needed. Transition decision-making back to the updated governance process.
